Republicans like to play russian roulette with the smoking issue (at least they do in this state).  the story goes like this:  there is broad support for some type of smoking ban in the state the Republicans do Not want a smoking ban but at the same time they know they don't have the support to oppose such a bill however since they still control the senate they figure they can kill the issue by refusing anything other than a total ban in public places.  The Dems are only asking for a partial ban with the exception of bars, tobacco shops, hooka bars, cigar bars and casinos citing a desire not to further hurt the economy.  So in the end the republicans keep their lack of a smoking ban as long as the Democrats Keep wanting to protect business.  And they know if they don't the Republicans fall back on their Dems being anti business while they were just trying to keep things equal.
